Mexico City - In what will go down in history as an
extraordinary event, legislators of the Democratic
Revolution Party (PRD) took the Congress’ tribune
around 6:51pm, when Senator Carlos Navarrete Ruiz,
demanded to the acting Congress’ President, Jorge
Zermeño, the removal of the police and the
presidential guard around the San Lázaro’s building,
ordered by President Fox. Minutes later, President
Vicente Fox arrived at the building under a heavy
security apparatus of his presidential guard.         

President Fox was only able to reach the glass door,
where he hand delivered a copy of his administration
report. A member of his security team asked him not
to go into the Congress’ chamber. Fox was forced to
cancel his annual –and last – State of the Union
address. Instead, and around 9:00pm, his address
was broadcasted nationwide. The Secretary of Public
Safety announced there were no disturbances on the
streets.
